Una iniciativa presentada por congresistas de los partidos Centro Democrático, Conservador, Liberal y Alianza Verde propone ofrecer créditos de bajos montos para que haya más acceso crediticio a pequeños negocios y emprendedores.
Muchas personas en Colombia son protagonistas cada año de los prestamos irregulares, más conocidos como ‘gota a gota’, que manejan altos intereses y son ejercidos, en ocasiones, por bandas o prestamistas que ejercen el cobro de una manera violenta y abusiva.
Frente a este problema, un grupo de congresistas de los partidos Centro Democrático, Conservador, Liberal y Alianza Verde presentaron un proyecto de ley en la Cámara de Representantes que busca solucionar ese flagelo a través de la generación de mayores garantías crediticias en el sistema financiero.
La iniciativa propone que “el Estado esté obligado a dar garantías a quienes no la tienen, para que haya más acceso crediticio y que el sistema financiero le pueda otorgar créditos”, dice el texto radicado por el representante a la Cámara por el Valle del Cauca Christian Garcés (Centro Democrático).
El proyecto que tendrá su primer debate en la Comisión Tercera de Asuntos Económicos de la Cámara, busca también que “el Estado, a través de entidades como el DANE, levante las cifras reales de los afectados por este flagelo y cuánto dinero ilegal del ‘gota a gota’ hay en el mercado financiero”.
De acuerdo con el representante Garcés, la solución para frenar los créditos ‘gota a gota’ es abrir las garantías crediticias para población vulnerable, emprendedora y joven, pues muchos buscan en estos prestamos la manera para dar respaldo a inversiones o microempresas.
“El Gobierno Nacional y los gobiernos territoriales organizarán una estrategia descentralizada de apoyo a las personas naturales que se encuentren inmersos en riesgo de caer en el flagelo del ‘gota a gota’ a través de la promoción y divulgación de programas y servicios de microcrédito y crédito de bajo monto ofertado por las diferentes entidades del ordennacional o territorial, las FinTech, las instituciones micro financieras y las entidades del sector solidario autorizadas”, propone Garcés.
Adicionalmente, el proyecto busca dar énfasis a prestamos a micro productores agropecuarios “para quienes estas garantías priorizará la oferta para la población ubicada en zonas geográficas de difícil acceso a los productos y servicios financieros”, dice.
